When bringing an old archive database back into Active Administrator, which has been removed previously, it will not be able to be used. This occurs as the Active Administrator console does not run the database upgrade scripts when adding an old archive database after upgrading to 8.9.
Run the Active Administrator server configuration tool and, when prompted to select an archive database, select the database to be added to Active Administrator without changing any other server settings. This will trigger the database script to be upgraded. This must be done once for each historical archive to be added to Active Administrator, which was not included in the archive databases at the time of upgrade. Afterwards, all upgraded databases may be added to the archive databases section in the Active Administrator console.
NOTE: Any databases that were attached to Active Administrator when the initial upgrade was done should have been upgraded. The steps above only apply to old archive databases that were removed from Active Administrator at some point.
