When restoring certain objects to Active Directory, an error occurs: "We are unable to undelete objects from Windows 2000 Domain Controllers. Please specify a Windows 2003 Domain Controller" although the Domain Controllers in the domain are all Windows 2003 or later.
The error is permissions related.
Objects like Users and Computers are typically restored without comment, because users of Active Administrator are typically Domain Administrators.
However, some objects such as Public Folders are part of NTFS, or 'belong' to an application.
For instance, the Public Folder used for mail transport is 'owned' by Microsoft Exchange.
Close the Active Administrator Console and reopen it by shift-right-clicking and selecting "Run as different user" and use a login credential with appropriate administrative privilege on the target of the restore operation.
In the above example, the Exchange Public Folder can only be restored by a user who is both a Domain Administrator and an Exchange Administrator.
